CAFC & CAPP Emergency Preparedness for Rail Incidents Involving Flammable Liquids' Program
Fire chiefs and petroleum producers collaborate on standardized program focused on emergency preparedness for rail incidents involving flammable liquids in Canada
OTTAWA, Ontario (December 17 2015) – The Canadian Association of Fire Chiefs (CAFC) and the Canadian Association of Petroleum Producers (CAPP) have been working together to help ensure first responders and Canadian communities are safe when dealing with rail incidents involving flammable liquids.
CAFC and CAPP have signed a memorandum of understanding that formalizes the commitment to jointly develop an online general safety presentation. This presentation provides first responders with the information they need to be able to: (a) assess hazards at the scene of a rail incident involving flammable liquids; (b) identify who to contact and the available resources; and (c) responding appropriately in an emergency involving rail cars.
“The primary goal of this program is to help ensure first responders and the public are safe,” CAFC president Paul Boissonneault said. “Collaborating on programs like these will ensure Canada’s firefighters are properly equipped and trained to deal with these types of situations.”
Enform, the safety association for Canada’s oil and natural gas industry, is leading the program development and delivery, while CAFC is acting as the primary advocate for first responders. CAPP will continue to support the program by providing subject matter expertise on flammable liquid hydrocarbons in collaboration with Enform.
“The program will provide information to first responders so they can safely and effectively respond to incidents involving rail cars,” Brad Herald, CAPP vice-president of Western Canada operations, said.
“This will include information on identification of contents in rail cars, assessing hazards and responding appropriately in an emergency involving rail cars.”
The program will complement recent regulatory changes by Transport Canada to enhance the safety of flammable liquids transported by rail, including the introduction of new emergency response requirements for shippers, preventative operational safety measures for carriers and mitigation measures associated with tank car safety.
